The Trust requires a flexible licence model as it may decide to rationalise the user base, which may reduce/increase the volumes and as such Suppliers will need to give full details and costings of the licence model(s) offered.
This could be a concurrent licence, perpetual licence, Subscription user licence or enterprise licence agreement model etc
