Energy Recovery Facility in the Tees Valley
Hartlepool Borough Council are acting on behalf of Darlington BC, Middlesbrough BC, Stockton BC, Redcar & Cleveland BC, Newcastle City Council and Durham County Council.
A pin has been issued to advise potential providers to prepare and plan for the forthcoming process and also to inform providers of a market awareness day to be held in Middlesbrough on the 16th January 2020.
It is the Council's intentions to advertise a contract opportunity in the future for a development and operation of an Energy Recovery Facility (ERF) capable of treating up to 450,000 tonnes of municipal residual waste for year.
It is expected the facility will generate electricity from waste and be capable of connection to heat off-take networks.
By 2025, it is estimated that around 200,000tpa of residual waste will require treatment in the Tees Valley increasing to around 250,000tpa by 2050 as a result of housing and population growth.
Additionally, recent Government policy is expected to widen the definition of municipal waste to include similar commercial and industrial waste, effectively increasing the tonnage of material requiring treatment.
This provides the Councils with a commercial opportunity to attract additional waste and income from third parties, thereby offsetting the costs of treatment at the ERF facility.
Additional waste of 200,000 tonnes per year may be contracted to the new facility by two further Councils in the North East as part of their waste disposal strategies.
This would increase the target tonnage of the new ERF plant including third party waste to 450,000tpa.
To assist bidders, the TVAs are in the process of applying for outline planning permission for a new build ERF on a brown-field site in Redcar capable of treating 450,000 tonnes of municipal waste per annum.

Any subsequent tendering process will be advertised to the open market.
