The brief

NHS East Lancashire and Blackburn with Darwen Clinical Commissioning Groups (CCG) would like to make potential providers aware of a proposed procurement of a Community based DVT Service across Pennine Lancashire.

The Commissioners will value your views on the potential community based model and asks a number of set questions in relation to practical viability and delivery of the service as shown below.

We expect you will find some questions more relevant to some providers who may have experience of working or delivering a similar service in another area.

Please try to respond to as many questions as you can as your views are valuable.

This is a process designed to help the Commissioner form a view of the best way to commission the service and is not the beginning of a tender exercise.

A further tender advertisement will be issued at the appropriate time as/if required.

What you respond at this point, will not have a bearing on any future tender bids you may wish to submit at a later time.

You will not be disadvantaged if you choose not to respond to this RFI but it will be helpful to understand your views at this early stage, so you are encouraged to respond as fully as you can.

The provider would be expected to deliver a full Deep Vein Thrombosis (DVT) diagnosis, treatment and monitoring service in the community across the local Pennine Lancashire geographical footprint which includes residents within East Lancashire (Burnley, Pendle, Rossendale, Hyndburn and the Ribble Valley) and Blackburn with Darwen CCGs.This will incorporate the assessment, treatment and monitoring of adult patients with suspected and confirmed DVT (where clinically appropriate).

The rationale for the proposed re-commissioning of this service is to improve the patient experience and clinical outcomes , which offers care closer to home.

To provide these improvements we would expect to see innovative and creative approaches to service delivery which include locality based delivery across the East Lancashire and Blackburn with Darwen areas.

The CCG is looking for the development of a 1 tier integrated community based model of care for people with a suspected DVT to ensure that patients are seen by the right person, in the right place at the right time and can move readily between the levels of care as necessary.

The aim of the DVT service is to identify patients with suspected and positive DVT’s in a primary/community care setting, providing the diagnostics and treatment (D-Dimer test, ultrasound scan, medication and on-going patient monitoring), thus reducing waiting times for patients and providing a more efficient use of resources and services.

Commissioners would welcome models which include both a single and multiple providers.
