The brief

Notice summary: The Department for Business, Energy and Industrial Strategy (BEIS) wishes to appoint a supplier to deliver its Emergency Response Training Programme.

The Department has well established emergency response arrangements in place, and is looking to ensure these continue to be supported by appropriately trained staff.

Description: BEIS is responsible for leading the Government response to emergencies affecting a number of key services and industries that are vital to public safety, including energy (electricity, downstream gas and downstream oil), civil nuclear and chemicals.

The Department has well established emergency response arrangements in place which are routinely tested, and are looking to ensure these continue to be supported by appropriately trained staff.

All Emergency Responders within BEIS are offered essential training to enable them to be confident members of an Emergency Response Team.

The learning requirements set out in this tender form part of BEIS’s Emergency Response Training Programme.

The wider programme has a mix of foundation level training, detailed sector knowledge training, practical procedural training and simulated emergency training exercises.

While some of this is will be delivered internally, the following elements of training, set out in 4 Lots, are to be outsourced: • Lot A - Standard Operating Procedures (all BEIS responders not expected to take a senior leadership role during an incident): training session to covering Standard Operating Procedures (including the role of a Lead Government Department and the role of first responders, local response teams, COBR, and the Scientific and Technical Advice Cell) and core response skills and behaviours which will be required in responding to an emergency. • Lot B – Emergency Response for Senior Leaders (senior staff): introduction to the leadership functions of emergency response, including what to expect from internal and external stakeholders when providing strategic direction and team management in an emergency response. • Lot C – Emergency Response Training Exercises (All): simulated exercise to provide attendees with the opportunity to practice the functions and activities of an emergency response team managing a major incident. • Lot D – Role Specific Training (All): Will be designed and agreed with supplier, but will provide training to those who may be expected to undertake specialist roles within a response team, such as those in the Operations cell, Situation Cell and Comms cell The contract is for a 2 year period, with an optional 1 year extension.
