This Invitation To Tender is for work that has two principal elements: one is an Heritage Impact Assessment (HIA) of strategic development options affecting the city of Cambridge and its context; the other is a site specific HIA, Townscape Assessment and Townscape Strategy of the impact of tall building options at the North East Cambridge (NEC) AAP site.
These elements are expanded on below.
Both are to use a common baseline assessment and methodology.
Note that the NEC assessment is required early in the programme.
Greater Cambridge Shared Planning service has access to a Vu-City model of Cambridge.
Tenders are invited which give costs both with and without incorporating use of the model.
Consultants will be required to appear at the Examination in Public of the Local Plan and North East Cambridge AAP.
As this work forms part of the Councils' plan making process, the contractor/s must demonstrate in writing that they have no conflicts of interest in respect of work being sought that cannot be effectively mitigated.
GCSP wants to work with a contractor or group of contractors who can demonstrate a high level of knowledge and practical experience of identifying heritage and townscape impacts at all levels including at intermediate/strategic level.
