The purpose of this tender process is to select a consultancy service provider to undertake an opportunities and constraints study, to support future master planning activities, investment decisions and the longer-term vision for our three key neighbourhoods, Fazakerley, Croxteth and Norris Green.

Cobalt's development programme aims to deliver 1,250 residential units (including 300 specialist units) The majority of the sites are currently in Cobalt's ownership.

All the sites identified are in our three neighbourhoods of Croxteth, Fazakerley and Norris Green.
The rationale for developing open/green spaces is the ability to upgrade many of the unused spaces in our portfolio, due the revenue generated through development.
Many of our development sites suffer from fly tipping and ASB, which would be addressed through re-development or upgrading (because of revenue generated from development).
