On behalf of the Corporate Officer of the House of Lords and the Corporate Officer of the House of Commons, acting jointly, you are invited to participate in a negotiated procedure without a call for competition. \n The issue of this invitation is limited to those tenderers who submitted a tender in response to our call for competition under an Open Procedure, OJEU Reference 2016/S 047-077481 (our ref LSC2221), that procedure having been notified by the House as being cancelled without an award decision.\n The tender procedure being followed is a Negotiated Procedure Without a Call for Competition under the provisions of Section 32 of the Public Contracts Regulations 2015.\n \n The tender brief has not substantially changed to that published under our ref LSC2221,\n although the re-issue of the brief and technical documents in this case does incorporate\n those clarifications arising previously under LSC2221.\n \n The Objective of the negotiation is to allow the Tenderers and the House to discuss:\n a.
Those issues identified previously and which have been notified (under LSC2221), which need to be addressed by the Tenderer in order meet the published specification, and to provide that a complete tender submission can be made available to the House for evaluation against the published award criteria\n b.
To afford the opportunity to tenderers to consider revisions to their offers as may or may not be required\n \n For the avoidance of doubt the objective of the exercise does NOT include:\n \n c.
The opportunity to propose variant offers\n d.
The negotiation of changes to the published specification\n At the conclusion of a period of negotiation Tenderers will be invited to submit a full and final tender offer.
