The brief

4.1 This ITT document has been prepared to provide sufficient information for external organisations to tender for provision of an independent review of victim care arrangements in Devon and Cornwall Police.

The review will inform and influence the future commissioning pathway models, procurement of victim care arrangements and onward referral to specialist victim support services.

4.2 The review involves the collection and subsequent analysis of end-to-end process and performance data of the existing victim care arrangements operating in Devon and Cornwall.

The review will be an important part in informing decisions to meet the future strategic and operational goals and objectives; to ensure victims are engaged and informed in the progress of their cases and receive appropriate support to assist them to cope and recover.

4.3 The review of victim care arrangements for Devon and Cornwall will provide an overview of current victim care pathways, determine the type and volume of demand in each pathway, determine onward referral opportunities and will seek to understand how victims flow through each of the pathways ensuring all of their needs are identified and addressed and they are safeguarded appropriately at the earliest opportunities.

The review should also conduct scoping / benchmarking across the country of other victim care arrangements to inform the recommendations.
