The brief

Northumbria Healthcare NHS Foundation Trust (Northumbria) are seeking to establish a multiple supplier framework as a set of preferred partners to a) lead on strategically addressing energy and asset management, through the provision of capability, finance, knowledge and expertise in energy, including backlog maintenance as performance contracts for the public sector and b) for one of the preferred partners to undertake and address the current energy consumption at the North Tyneside estate.

It is envisaged that this framework will have a maximum of 4 suppliers, as preferred partners to deliver the framework opportunities that might arise, which will allow for direct award (call off) and further competitions as required by the wider public sector.

It is also envisaged that the highest scoring bidder during the procurement process, which is to establish the framework, will automatically be awarded the call off as a direct award for the delivery of services to the North Tyneside estate.

The framework is intended to deliver a raft of energy efficient technologies, practices and demand reduction for the wider public sector.

In addition, the Asset Management aspect will focus on the high-risk backlog maintenance across the wider public sector and will look to bring capability, finance, knowledge and experience of current and alternative means of ensuring backlog maintenance and assets in the public sector are appropriately addressed.

This might include Asset Management in respect of; Sterile Services, Theatres, Radiology, wider backlog maintenance in the public sector for example.

We do not envisage the operational management of these assets to be included in the scope of this framework, however maintenance on a reactive and a PPM basis might be included and possibly delivered by a third party under the management and contractual responsibility of the four intended framework preferred partners.

All of which is likely to be wrapped in a Performance based contract where guarantees are required on the performance of the services and technologies, either in; kilowatt hours and or cash terms and or Carbon terms.

The term of the call off contracts may not exceed 20 years.

The trust is working with its subsidiary, known as Northumbria Healthcare Facilities Management Limited, and EcoVate Group as strategic partners to lead on the establishment of the framework, future project pipeline and overall management of the framework and projects arising under the framework.
