The brief

London Borough of Ealing wishes to carry out market engagement in August/September 2024 with providers who are interested in applying to join the Dynamic Purchasing System (DPS) for the provision of the following services: 1.

Domiciliary care for adults 2.

Domiciliary care for children 3.

Domiciliary care for Extra Care 4.

Day and evening opportunities for adults 5.

Floating support services for adults Ealing Council has a duty to meet the care and support needs of vulnerable adults, children, and carers in the borough where the eligibility criteria are met.

As a result, the Council sources a diverse range of services to meet individual care and support needs using a Dynamic Purchasing System (DPS).

The DPS enables the purchasing of individual care packages as well as the spot and block purchase of services.

It is an electronic system with referrals and call-offs made through Ealing Council's nominated e-Brokerage solution.

Services will support vulnerable adults and children with a range of support needs including, but not exclusively adults living with dementia, autistic adults, those with mental health challenges, physical disabilities or sensory impairments or learning disabilities.

Ealing Council spends approximately £29.5m per annum on domiciliary care services for adults and children: Approximately £1.5m per annum on domiciliary care services for extra care; £5.5m per annum on day opportunities for adults; £770k per annum on floating support services.

The DPS will be in place for four years, with the option to extend for a further four years in total by two 2-year extensions (2 years + 2 years).

Providers can apply to deliver one or more of the services listed above.

The application process will be open to all providers in the North-West London area.

This covers Ealing, Hillingdon, Hounslow, Brent, Harrow, Hammersmith and Fulham.

Applications will open in September 2024.

The new contracts will start 1st April 2025.
