Countywide Independant Sexual Violence Advisors
The Office of the Police and Crime Commissioner (OPCC) in Cambridgeshire as the lead commissioner (on behalf of County Council and Peterborough City Council) is seeking to commission a 'specialist VCSE (Voluntary, Community and Social Enterprise) sector provider' or consortium of providers to deliver a county- wide support service provision for victims of sexual violence.
It is expected the successful bidder will be part of a co-funding arrangement.
Bidders should be aware of the commissioner's intention to merge two existing contracts into this agreement to deliver Children and Young Person ISVA and Adult ISVA provision.
This end to end service must ensure victims experience an identical offer of support no matter where they live in the county.
The purpose of the service is to provide equitable county-wide emotional and practical support service provision for victims of sexual violence.
The service should deliver: - Enhanced Service resilience through pooling of staff and volunteers and effective demand management techniques - Reduction in number failed CJS court cases due to victim/witness issues where ISVA is allocated - Integration with and seamless referral pathways into and out of the Sexual Assault Referral Centre - Effective links with the Rape Investigation Team & Child Abuse Investigation Team - Links into the domestic abuse support services in the county (including being a key MARAC partner) and Sexual Health Services - A strong voice to promote the needs and work to improve the experience of victims of sexual violence - The expertise and commitment to work in partnership with other agencies to reduce the incidents of sexual violence through awareness raising campaigns - Comprehensive performance monitoring arrangements.
The OPCC will be holding a market engagement event at 2pm on Monday 10th October 2016 at Cambridgeshire Constabulary Headquarters.
