The Police Reform Act, 2002 (s51) places a statutory duty on the Mayor's Office for Policing and Crime (MOPAC) to make arrangements for people detained in police custody in the Metropolitan Police force area to be visited by members of the public appointed to an Independent Custody Visiting (ICV) Scheme.
Independent Custody Visitors (ICVs) are volunteer members of the local community, unconnected to the police or the criminal justice system, and as such, the Home Office Code of Practice on Independent Custody Visiting stipulates that they are entitled to be reimbursed for their legitimate expenses incurred in carrying out their role.
