Regina Road Regeneration - Award of Main Contractor for Design and Build Regina Road combined with Demolition

Croydon Council has awarded a contract for the Design and Build with Demolition of Regina Road.

This was procured via a mini competition via South East Consortium's (SEC) Construction and Development Dynamic Purchasing System (DPS) -FTS Reference: 2024S 000-03729 - (procured under Public Contracts Regulations 2015 - PCR 2015).

The contract value is the estimated value for the build including contingency.

In addition the contract end date is an estimate and may be subject to change as the project progresses.

The PCSA stage has now passed. • Croydon Council has appointed a contractor for the Design and Build with Demolition of Regina Road.

The Council signed the Pre Construction Service Agreement and the Main Build Contract on 27 March 2026.

Approve Lovell Partnership Ltd (Lovell) (Company No.

02387333) as the successful bidder for delivery of the Pre-Construction Services Agreement (PCSA) outputs covering Phase 1, subject to the necessary conditions being met in accordance with the procurement process.

Approve entry into contract with Lovell for Phase 1 works at a value of £121,779,925 (demolition and construction costs including estimated inflation).

Note that the Council has established an overall Phase 1 budget envelope of up to £140,046,914, which includes allowances for risk, inflation variability and additional client-held provisions.

This does not form part of the contractor's contract sum and is subject to separate governance and approvals.
