The brief

Defra require a contractor to design and conduct follow-up assessments with up to 100 land managers (individuals and groups from phase 1 and 2 projects) in order to provide timely evaluations of their projects.

Land managers are aware that monitoring and evaluation of the test and trial is a condition for proceeding with the proposal.

The monitoring and evaluation method should also be proportionate the objectives set out in the test or trial, including the timescale and size of the trial.

This will most likely involve collecting monitoring data and conducting interim and end-point monitoring and evaluation.

Given the long timeframe needed to evidence the causal link between environmental outcomes and changes in land management practices, this will be a predominantly a process evaluation.

However, where effectiveness and/or impact assessments of social, economic and environmental outcomes can be made, an outcome evaluation should also be pursued.

The Authority intends to 'call off' from the BEIS Research and Evaluation Framework via a one stage process (mini competition) with the suppliers on Lot 3: Programme and Pilot Evaluation only.
