The Restoration and Renewal Delivery Authority Ltd (Delivery Authority) has developed outline options and an emerging Procurement Strategy that considers the approach for the design and procurement for the refurbishment of the QEII Building to accommodate the House of Lords for any necessary period of vacancy during delivery of the Palace of Westminster Restoration and Renewal Programme (R&R Programme).
As part of the ongoing development of the procurement strategy for the QEII Building refurbishment works, the Delivery Authority wishes to gather the views of companies that may be interested in this project.
The Palace of Westminster R&R Programme is the biggest heritage restoration project ever undertaken in the UK.
It offers suppliers, service providers and contractors a unique opportunity to contribute towards saving the seat of parliamentary democracy.
The refurbishment of the QEII Building will facilitate the option of any necessary period of vacancy of the House of Lords from the Palace of Westminster during the R&R Programme.
The Delivery Authority is a company limited by guarantee, established for the purpose of fulfilling those duties set out in s.3(4) of the Parliamentary Buildings (Restoration and Renewal) Act 2019.
It works to the specifications set by the Parliamentary Works Sponsor Body (the Sponsor Body).
The Delivery Authority oversees the day-to-day management of contractors and the supply chain and will be the Client for the contracts.
The Delivery Authority is undertaking a preliminary market engagement relating to the Delivery Authority's proposed approach to the procurement of the refurbishment of the QEII Building.
The QEII refurbishment project required by the Delivery Authority across the options is expected to include: •Design completion (depending on the contracting strategy selected) •Works to the façade •Strip out works and structural alterations •Demolition and construction work to the roof •Additional lift shaft and refurbishment of existing lifts •Fit-out works including services, internal wall, floors, ceilings and finishes •Furniture, fixtures and equipment •Fit out works of the Chamber and reception gate line •External works and Public Realm •Testing and commissioning The market feedback gained from this preliminary market consultation will be used by the Delivery Authority to develop its QEII Refurbishment Project Procurement Strategy.
