The brief

Brighton and Hove City Council will be seeking a new Service for entrenched and revolving rough sleepers in the form of a Social Impact Bond.

The Contract/s will be 100% payment by results.

The funding has come as a result of a successful bid in partnership with Adur and Worthing, Arun, Hastings and Eastbourne Councils.

Brighton and Hove City Council is the lead authority with individual areas setting up or using existing multi agency steering groups.

The aims of the Service will be to help entrenched rough sleepers into accommodation and addressing their other needs, through more personalised and holistic support delivered through Social Impact Bond funding.

This will build on the world's first homelessness Social Impact Bond, delivered by the Greater London Authority in London.

Activity from existing services prior to September 2017 will be undertaken by the existing service providers and outreach teams to stabilise the very high risk rough sleepers, work with the 'revolving door' clients for preparation to move to more secure accommodation from emergency or supported accommodation.

To determine the successful provider/s a tender process will be conducted under the light touch rules of the Public Contracts Regulations 2015.
