The brief

In January 2012 the Department of Health published ‘Liberating the NHS: Developing the Healthcare Workforce, From Design to Delivery’, which set out the policy framework for a new approach to workforce planning and the commissioning of education and training of the health and public health workforce.

The underpinning principle for this reform of the education and training system was to improve care and outcomes for patients.

As a consequence of the reform, Health Education England (HEE) was created with one purpose: to help improve the quality of care delivered to patients by ensuring that our current and future workforce has the right numbers, skills, values and behaviours to meet their needs today and tomorrow.

Health Education North West London,(HENWL), Health Education North Central and East London, (HENCEL) and Health Education South London, (HESL) are three of 13 Local Education and Training Boards (LETBs) set up as part of HEE, to support delivery of HEE’s functions locally through bringing together education providers and health service providers to plan, train and develop the healthcare workforce.

Today’s healthcare workforce needs to be prepared for the existing and future health care challenges.

This will involve ever increasing and evolving relationships with health and social care colleagues from other specialties and disciplines in the delivery of integrated services configured around the needs of patients and populations Successful Bidders will deliver education and training which meets the needs of the developing workforce arising from the fundamental shift from traditional modes of delivery and one that puts the patient and their carers and community at the core of what we do.

The Commissioners will be seeking Education Providers who are able to see beyond traditional delivery models and are able to provide education in a way that also reflects both existing and evolving modes of service provision.

To this end the ability to provide and sustain a highly engaged and responsive service to meet Healthcare Service Providers’ needs and expectations will be seen as integral to this Procurement.

This exercise provides a significant opportunity for prospective Education Providers to meet the high expectations of London’s Healthcare Service Providers through a well-informed, detailed and innovative response demonstrating the ability to develop, deliver, embed and sustain high quality education and training.
