The brief

JNCC's Offshore Industries Advice team provides advice to regulators (BEIS, MMO, Marine Scotland) on nature conservation issues associated with licensing applications.

A large part of this work is advising on oil and gas operations over the whole life time of hydrocarbon fields, from exploration to decommissioning.

The team is made up of various specialists, and casework officers who review these applications.

Most of these case officers have a background in environmental sciences/ marine sciences, and are less familiar with the day-to-day working of the oil and gas industry and its technical operations.

With staff moving to new posts within and outside of the organisation, the risk of losing skills and expertise can be significant and we would like to provide a one-day course to current JNCC staff on the basics of the oil and gas industry to promote both better understanding of the industry and help case officers provide proportionate, risk-based advice to regulators.

This contract is for presentation of a one-day course on the oil and gas industry, focusing on the areas appropriate for nature conservation advisors to government.

To meet the overall aims of this project, the objective is to increase staff awareness of the oil and gas industry, particularly the areas of the oil and gas industry around the UKCS that relate to nature conservation advice provided by JNCC.

It would prove advantageous to be able to relate operations to the types of license that BEIS consent through the PETS Portal.

We note that oil spill response is not needed to be included in this course, nor is detail on hydrocarbon exploration or BEIS licensing rounds.
