Eastbourne Homes Ltd is wholly owned by Eastbourne Borough Council and subject to the Council's Contract Procedure Rules and the Public Contracts Regulations 2015.
This contract will be let using the Open procedure for an initial period of five years with an option to extend for up to a further 5 years via five 1 year extension periods.
There is a requirement to demonstrate value for money to leasehold residents in each of the two Authorities under section 20 of the Landlord and Tenant Act 1985 (as amended by S151 of the Commonhold and Leasehold Reform Act 2002) which set out the precise procedures landlords must follow.
The contract will therefore be procured as two lots (Lewes District Council and Eastbourne Homes Ltd) to ensure the cost of providing cleaning services for each authority are accounted for separately.
It is recognised that this may result in the award to two different contractors.
The current contract spends are circa £190k per annum and economies of scale are sought, notwithstanding the requirements for two lots.
