Introduction Lancaster City Council has responsibility under the Building Act 1984 to protect the public from dangerous buildings and structures.
During office hours such reports of dangerous building are reported to its Building Control Team within the Planning and Place Service.
Outside normal working hours the council responds via its Duty Emergency Incident Officer (DEIO).
The Council first sought to compile a supplier list in 2016-2017 in response to a number of high profile dangerous building incidents that had occurred periodically throughout the district, and had necessitated specialist responses that were often co-ordinated by the local authority working with the emergency services.
At the conclusion of the current arrangements, the Council is now seeking contractors to register their interest in applying for the specialisms listed below.
Opportunity Lancaster City Council recognises that a few incidents occur day and night throughout the year.
To enable the Council to respond to such situations it is now seeking contractors to work with on a responsive, 24/7 basis.
Submissions are sought from suitably qualified and experienced contractors to register their interest and by completing the returnable schedules appended to this document to establish preferred contractor/consultant lists in the following area of expertise LOT 1 Structural Engineers - To respond when the structural integrity of a building is uncertain.
A Structural Engineer would be required to attend premises to carry out a visual inspection and advise the relevant officer on remedial action to be taken (closure of roads, temporary support, undertake immediate demolition etc).
Also, to advise the emergency services regarding safety of public and their personnel.
