The Princess Alexandra Hospital NHS Trust ("the Authority") is seeking for providers of transport consultancy and associated services to undertake a high level assessment of the transport impacts of a new hospital and a Health & Well Being Campus taking account of planned development along with related forecast split assumption model(s) and to provide consultancy input into its site relocation plan.
Site Relocation Plan Two broad location options comprise: a) redevelop in-situ b) relocate to a new site on the periphery of Harlow.
There are also two redevelopment options: a) Re-provide the current level of services on a broad 'like for like' basis b) Develop a broader Health & Well Being Campus, with a wider range of facilities, which are not yet quantified.
For the relocation option, work undertaken to date has identified 2 broad locations, which are: a) North Harlow as part of the Gilston Garden Town; and b) East Harlow close to the planned new Junction 7A west of the M11.
The Authority is currently identifying a preferred new site along with a potential reserve site, and are currently considering potential locations against a range of planning and sustainability considerations.
The timescale for identifying a preferred option is April 2018 where it is envisaged that the Authority will progress an Outline Business Case (OBC) and then prepare an outline planning application.

Requirement: a) Please detail your proposal in no more than 2500 words.
Proposal must include method statements for: (i) site analysis review (which includes: catchment area travel time, ambulance rapid response time, access to road network, site access options, pedestrian and cycle access, and public transport accessibility. (Please note air ambulance input is not required). (ii) High level transport assessment - Assessment of the above (i) will be presented relative to the existing Princess Alexandra Hospital site in a High Level Transport Assessment (TA) report.
In addition, the TA will include a high level assessment of traffic impact, to be undertaken in partnership with Essex County Council/Jacobs who maintain the Harlow VISUM model. (iii) Profile of personnel or consultants proposed for this work.
