The brief

East Sussex Fire & Rescue Service (ESFRS) continues to pursue opportunities to deliver operational efficiency.

One initiative being undertaken will result in the ESFRS Headquarters (HQ) in Eastbourne being co-located within the Sussex Police HQ in Lewes.

It is intended to optimise office space requirements within Lewes and this has generated a requirement to electronically scan a large volume of the paper records of ESFRS into an online filing system that will deliver basic indexing and online viewing capabilities.

Whilst an Electronic Document and Record Management System (EDRMS) remains a long term goal for the organisation, the immediate requirement is to provide a stepping stone solution that can be deliver quickly, and at a minimum provides a virtual representation of the existing paper filing mechanism.

It must also be able to support further development and/or migration to the strategic solution when this is known.

Therefore please factor in how your proposed approach could be ported to an EDRMS at a future date.

ESFRS recognises whilst they remain with the transitional solution it will require to periodically archive recently generated paper documentation to tactical digital document filing system.
