The brief

This is a Provider Selection Regime (PSR) confirmation of contract award notice.

This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023.

For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.

Note, the standstill period began on the day after the publication of the intention to award notice (18 March 2025) and ended midnight at the end of the 8th working day (27 March 2025).

Therefore, this contract has been formally awarded using direct award process C.

The duration of the Contract is three (3) years (Initial term) and commenced 01 April 2025 and ends 31 March 2028, with optional annual extensions up to a further 2 years (5 years in total, up to 31 March 2030) in accordance with the Conditions of the Contract.

The service will comprise the following core elements of provisions: - Enfield Substance Misuse Recovery Services and where necessary working in partnership to deliver the borough's offer of support for Hidden Harm and Parental Substance Misuse - Young Peoples Substance Misuse Service - Lived Experience of Recovery Organizations (LERO), associated volunteers and Mutual aid groups and FAMA - NHS Trust partnership arrangements - Peer Support and working in partnership with the service user Café - Access to employment via working in partnership with Job Centre Plus as well as Individual Placement Support type schemes.

The requirement has been procured in line with said Regulations, following due diligence which has included an evaluation under the requisite Basic Selection Criteria and Key Criteria.

Note, the estimated total value stated in this Notice includes the optional annual extensions, i.e. approximated 5-year value.
