The brief

EBC is approaching the market with the view of appointing an independent chair: Requesting the full management, including the role of chair of any future domestic homicide review on behalf of the Elmbridge Community and Safety Partnership.

This includes the role of chair and administration support.

Domestic Homicide Reviews (DHRs) have been introduced to enable lessons to be learned from homicides where a victim has been murdered as a result of domestic violence.

The home office has produced guidance on the process of conducting the reviews, however, the structure and administration of these reviews is dependent on the DHR chair, some of whom have limited experience of the DHR process.

To provide and deliver a highly professional product that minimised disruption to staff.

To understand the essential activities required to obtain all necessary information and demonstrate significant knowledge of the dynamics of domestic violence and abuse to undertake a thorough analysis of the findings.

To balance the needs of the Community Safety Partnership, panel agencies with the sensitivities of the victim's and perpetrator's families
