The brief

The College of Policing (the “College”) is looking to offer a commercial provider an exclusive licence to host the recently released UK police cyber crime investigation and awareness on-line training for an international audience.

The College is seeking to make the training programme accessible to a global law enforcement and investigative audience in an appropriate, value for money delivery model that meets the needs of learners and where appropriate enhances the College’s current methods of delivery.

The College intends to hold a Supplier Day on 24 May 2016 in order to provide potential suppliers with an opportunity to see the product, provide an overview of the proposed licensing and bid process and to gain supplier feedback / input on the service offering.

The College is particularly interested in engaging with potential providers that have a background in delivering adult learning, managed learning environments and software as a service (“SaaS”) to an international audience.

ABOUT THE PRODUCT In the United Kingdom the courses are supported by the National Policing Curriculum, which sets the national standards for learning and development within policing.

The training is embedded into the initial learning programmes for new officers and aspiring detectives and is also used by substantive officers and staff as part of their continuing professional development.

The training comprises two levels: Level 1 – cyber awareness.

This is intended for all staff who deal with initial reports of crime that may include on-line or digital elements (cyber crime) and to enhance their initial investigative steps.

The content addresses identification of a cyber crime, preservation of evidence, basic legislation and signposts to whom reports of crime should be escalated.

Level 1 is a pre-requisite for Level 2.

Level 2 – investigative skills.

This is intended for all staff who investigate cyber crime.

The aim of Level 2 is to increase the ability of investigators to understand and respond to cyber crime effectively.

Various law enforcement agencies from Europe, the Middle East and the Commonwealth have already expressed interest in securing access to this training for their staff even though it has not yet been formally released to an international audience and we anticipate that effective marketing would lead to a substantial level of interest.
