The brief

Basingstoke and Deane Borough Council ("the Council") are looking for an experienced, professional organisation (The Operator), to undertake the future delivery of Tennis at Basingstoke Indoor Tennis Centre, (consisting of four indoor and four outdoor tennis courts and the John Arlott Pavilion located in War Memorial Park), and the Tennis Courts located at Stratton Park.

The successful tenderer will be provided an exclusive right to commercially operate and deliver tennis at these facilities on the basis of a concessionary contract arrangement.

The operator will gain the right to exploit these facilities through payment, so as to allow them to run the facilities and operate a profit; a set percentage of which shall be shared to the Council.

By nature of a concessionary contract tenderers must be aware that operational risk of an economic nature will be borne by the tenderer and no cost will be provided by the Council.\r \r Occupation and use of the facilities will be granted to the successful tenderer rent, free by way of lease from The Council as owner.\r The purpose of this tender is to identify one successful operator who can develop and grow tennis provision at the facilities and give users the chance to learn and improve from a varied programme of coaching courses and pay to play opportunities.\r The successful operator will be required to manage the facility, and deliver operational activities, through a delivery plan which demonstrates how they will approach the operational long-term goals, introduce best practice standards, and provide increased interest with positive outcomes, creating the best possible tennis facility.\r \r The tennis provision must be of the highest professional quality and delivery standards, providing a community focused programme, to maximise the potential capacity of the courts at both the Basingstoke Indoor Tennis Centre and Stratton Park Tennis Courts.\r \r The contract will be for ten (10) years, with an option for the council to extend the contract for a further five (5) years subject to performance and review.
