The brief

Blackpool Council wishes to establish a Flexible Framework (under the Light Touch Regime) for the provision of day care for adults in Blackpool.

The framework is offered under two lots: • Lot 1 - Older Adults Day Care Support • Lot 2 - Learning Disability and Autism Day Care Support The Council is looking to appoint a maximum of five providers per lot on a flexible framework to provide day care services for Adults in Blackpool.

Bidders may apply for one or both lots.

The main aims of the service will be to: • Provide the service user with information, advice and support including a programme of activities and experiences during the day designed to reduce or delay further health deterioration. • Help the service user to retain, regain and improve daily living skills and to maintain the skills necessary for social engagement as specified in each service user's individual care plan. • To provide a respite service for the carer, but offering the same level of purposeful activity and skills maintenance to the service user as specified in their individual care plan.

The framework may also be used for additional services related to day care, including but not limited to bathing and personal care support, community outreach, hospital discharge support and planning, joint commissioned services between the Council and other commissioning organisations.
