AGREEMENT FOR THE PROVISION OF PROJECT MANAGEMENT FOR THE MAINTENANCE OF STRATEGIC ENVIRONMENTAL ASSESSMENTS (SEAs), INCLUDING THE PROVISION OF A NEW SEA

The Offshore Oil and Gas Environment and Decommissioning Unit (OGED) of DECC require a contractor to assist in the provision of a new SEA (OESEA3) and to manage the on-going maintenance of completed SEAs.
This will require the services of a contractor with extensive offshore environmental experience.
Production and maintenance of the SEAs will involve an extensive process of consultation, collation of existing scientific data, marine research and report writing.
The contractor will need to interact with public consultees, regulatory bodies, non-governmental organisations (NGOs), the industry and senior academics in order to make recommendations to senior Government officials.
The contractor will need a proven track record in project management as well as wide-ranging knowledge of the offshore environment.
He will also have knowledge of past, present and emerging industry practice, regulation and environmental issues.
The contractor will need to be able to demonstrate independence and impartiality.
In order to properly perform his obligations under the Contract, the Contractor is likely to need to engage subcontractors to carry out work on his behalf.
All such subcontractors shall be engaged by the Contractor in accordance with the appropriate tendering procedures, where these are required.
DECC will meet all reasonable costs associated with such contracts or agreements, provided that the Contractor can assure the Liaison Officer that the contract or agreement represents value for money prior to the Contractor signing the contract or agreement with the subcontractor
