Children's Residential Block Bed Placements - 13 to 17 years of Age
The Council intends to tender (possibly by means of Competitive Dialogue) for a contract to provide secure block beds placements (including emergency bed arrangements) for children aged 13 -17 years and may look to engage with potential providers prior to the Commencement of the tender process.
As such, this PIN does not formally signify the beginning of a procurement process and does not constitutecommitment to undertake a procurement exercise.
In the event that the London Borough of Bromley decidesto commence formally procurement pursuant to this PIN a separate OJEU Contract Notice will be issued.
Thecontract may be tendered as 2 or more separate lots as appropriate to the required services, The provider will need a tried and tested high control behavioural management model in place to ensure the young people have the best support and best outcomes possible available to them.
The Provider will be expected to work with community partners, the Local Police and Safeguarding Boards and other agencies to always promote a team around the child to promote better outcomes.
All staff who work within the homes will be recruited in line with Safer Recruitment guidelines and undergo a rigorous training programme.
The Provider, will ensure they meet all nine Quality Standards contained within the Children's Home Regulations to help young people achieve better outcomes and will ensure Statutory Requirements and Legislation around providing care for looked after children are met, as will be identified within the Specification when available.
If the Council proceeds with this procurement, it is likely the Contract Notice will be posted in June 2017 or at such time as directed by the Council.
