The brief

CITB (the Construction Industry Training Board) is the industrial partnership for the construction industry and is working with employers and Government to embed a culture of training, to inspire, attract, train and retain the next generation of workers to meet industry demand and drive up construction performance.

CITB’s role is to support industry to develop the skills base and help develop a safe and competent workforce and working environment within construction.

As part of this, CITB manages a number of competency-based industry card schemes and offers throughout the UK, the essential Health, Safety and Environment tests for operatives, supervisors and managers required to apply for a relevant card.

This is achieved via managed, secure and invigilated computer-based, multiple choice question and answer tests taken by individual candidates.

The number of candidates undertaking these tests in 2015 was circa.

664,000 (Health, Safety & Environment tests and one specific sector card renewal tests combined) at 547 test centres throughout the UK, of which 153 are the current supplier’s own centres and via 394 independent Internet Test Centres.

CITB is coming to the end of the existing contract (expires on Sunday 2 April 2017) for the provision of the service related to the required secure facilities to enable candidates to attend and undertake these tests, and wishes to procure a replacement supplier/contract.

The new contract will require provision for the circa 664,000 tests in 2015 shown above and an additional 130,000-200,000 test per annum related to the suite of CITB Site Safety Plus products.

The overall total number of tests within the contract period will therefore, be between approximately 794,000 and 864,000 tests per annum.
