The Fund's primary objective is to promote inclusive economic growth and poverty reduction, in accordance with Official Development Assistance rules and the International Development Act.
There were two overall focuses Lot A: Enabling Environment and Lot B: Specialist Sectors.

Lot B consist of more specialist sector requirement (B1 Infrastructure, Lot B2 Future Cities, B3 Energy, B4 Digital, B5 Health, B6 Education and B7 Managed Services) The framework will commence on 1 April 2018 and continue for a period of 2 years initially with (1 + 1 year extensions).
