London Borough of Tower Hamlets are looking to tender a short term project for the development of a System Dynamic model for evaluation of employment interventions in childcare, as a means of improving local employment opportunities, generating supply of more affordable childcare places and addressing obstacles to employment.
The primary objective of this project is the application of system thinking through successful building of a System Dynamic Model and as an approach to support the “cost benefit” evaluation of employment interventions in child care, taking into account childcare supply and demand This contract is required to overcome complexities, in terms of multiple variables from long temporal periods across multiple service departments within the ask, in order to gain insights and optimum policy direction through the implementation of a sustainable (Live) system dynamic model linked to a Horizon-Scanning techniques to ensure robust service strategies up on post model analysis.
The anticipated contract start date is: Monday, 24 October 2016 The estimated value of the contract is: £35,000 - £50,000 Total Cost For a period of: 9 weeks Organisations wishing to express their interest are requested to register on the London Tenders Portal (www.londontenders.org) where the tender documentation will be available for download.

Organisations must ensure that access to the system is available to their representatives dealing with the contract.
The council will not be liable for the lack of delegated access within the organisation and will not send any documentation regarding the contract, which shall be exclusively available through the portal.
Tenderers are responsible for allowing sufficient time to submit their ITT/PQQ.
The Council accepts no liability whatsoever for ITT/PQQs that are not submitted due to internet connectivity issues, transmission delays or errors.
