Subleasing of shared housing for complex needs residents

This procurement seeks to identify a specialist provider with expertise in providing intensive supported housing and tenancy sustainment services.
The Authority will initially sublease up to six of its shared houses (covering accommodation for up to 30 individuals with complex needs) within the London Borough of Havering to the contractor and require the contractor to provide additional support services to those individuals.
Once the contract is underway, the Authority reserves the right to add up to two further properties/shared houses to those being managed by the contractor.
The Authority will need to sublease the selected shared houses rather than merely engage the contractor under a contract for services.
This is to enable the residents to claim enhanced housing benefit which can then be paid to the contractor/residents' immediate landlord to recompense them for the additional services provided.
The contractor will pay the balance of the housing benefit/rental from the residents to the Authority, which will be paid in turn to the head landlord/accommodation owner.
