Dudley Metropolitan Borough Council
0 - 5 Home Support Service This is not a call for Competition- Market Testing Questionnaire
This sits below the typical range for Health & Social Care contracts — a smaller, more accessible award. Based on 32,734 valued Health & Social Care tenders in our corpus.
The overarching aim of the service is to support families with at least one child under 5 to enable children to have the best start in life.
The service currently recruits and trains volunteers, who are typically parents themselves, to support families in need of extra help.
Packages of support are tailored to meet the needs of each family individually and volunteers are 'matched' with their families to ensure they receive the right support.
Typically, each volunteer will provide regular weekly sessions of up to 2 hours per session.
Volunteers stay with the family for an agreed amount of time which is on some occasions up to a year in length.
This is to ensure agreed outcomes are achieved.
This questionnaire is part of a soft market testing exercise to inform potential commissioning arrangements and procurement of a 0 - 5 home support service in the borough.
Responses from this questionnaire will be considered in the redesign of the service and the refinement of the service specification as well as the terms and conditions of the contract.
We are seeking written responses to the questions set out in the questionnaire below.
Whilst there is no obligation to answer all questions, and all answers are for information purposes only, we would encourage your cooperation to respond to as many of the questions as possible.
The deadline for the submission of your completed questionnaires is Monday 30th September 2024.
Following the receipt of completed questionnaires, the Council may seek to follow up and to invite you to participate in virtual discussion.
The information gathered from this exercise will help shape future proposals including any potential tendering process and associated service specification.
For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process.
Participation or non-participation in the pre-procurement market engagement process shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the pre-procurement process shall place any supplier at an advantage in a potential procurement process.
Participation in the pre-procurement market engagement procurement process will be at each supplier's own cost.
No expense in responding to this process will be reimbursed by the Council.
This is not a call for competition.
