The brief

Arden & Greater East Midlands CSU is acting for The West Midlands Clinical Network (WMCN) (part of NHS England West Midlands) and procuring the Service on behalf of 22 West Midlands CCGs led by Birmingham Cross City CCG, but also including Coventry and Rugby CCG, Herefordshire CCG, Redditch and Bromsgrove CCG, South Warwickshire CCG, South Worcestershire CCG, Warwickshire North CCG, Wyre Forest CCG, Birmingham South Central CCG, Dudley CCG, Sandwell and West Birmingham CCG, Solihull CCG, Walsall CCG, Wolverhampton City CCG, Cannock Chase CCG, East Staffordshire CCG, North Staffordshire CCG, Shropshire CCG, South East Staffordshire and Seisdon Peninsular CCG, Stafford and Surrounds CCG, Stoke-on-Trent CCG, and Telford and Wrekin CCG (the Commissioners).

Arden & GEM CSU and the Commissioners are seeking to procure a service from a suitably qualified provider for a Genetics Service to Support the Familial Hypercholesterolaemia Service across the West Midlands.

The requirements are for genetic screening (Index Test) and follow up familial screening (Cascade Test) service.

The contract period is 2 years with a 1 year extension option at the discretion of the Commissioners.

Service commencement is by 20 February 2017; up to a 3 month mobilisation period has been allowed.

Estimated activity figures have been provided in the tender documents; as the service has not been procured across the West Midlands previously, a guarantee of future activity cannot be given.

Consideration has been given to dividing this tender into Lots.

A single Lot will be used to procure the service as estimated activity levels are not commercially attractive to the market (following market feedback) and value for money cannot be evidenced.

An Affordability Threshold will be applied to returned bids; full details are included in the tender documents.

Note that the estimated contract value has been calculated using the maximum Index and Cascade unit prices included in the tender documents and the estimated activity figures provided over a 3 year period.
