The brief

The Zero Carbon Communities Grant Scheme is a pioneering scheme launched last year by South Cambridgeshire District Council (SCDC) to support community action on climate change.

Round two of the Zero Carbon Communities Grant has recently launched and SCDC will provide funding for a variety of projects including the purchase of Electric Bikes/Electric Trikes.

SCDC are looking for a suitably qualified and experienced supplier to provide Electric Bikes/Electric Trikes for SCDC to outright purchase.

SCDC shall pay the supplier directly for the Electric Bikes/Electric Trikes.

The aim of providing electric bikes and/or trikes is to help reduce the miles travelled in private vehicles and increase the take-up of cycling by people who would not otherwise cycle.

Applications for our grant scheme have been received from non-profit groups or organisations based in South Cambridgeshire or benefiting South Cambridgeshire residents; or South Cambridgeshire parish councils.

If applications to our grant scheme for electric bikes and/or trikes are received and are successful, we will require a supplier to provide high quality, robust and value for money electric bikes and/or trikes to be used for local share-bike schemes or for staff travel.

Equipment supplied will need to be 'electrically assisted pedal cycles' (EAPCs).

The electric bikes supplied must have pedals that can be used and must meet the Government's EAPC requirements (https://www.gov.uk/electric-bike-rules).

There will be no restrictions on choice of brands for both bikes and/or trikes.

However, the bikes will need to be suitable for use on a variety of roads, cycle paths and routes in the villages of South Cambridgeshire.

9.

The supplier will need to supply between two and fifteen electric bikes and/or trikes (dependent on the requirements of our grant scheme applicants).

10.

The Supplier shall ensure that an after-sales service is in place, which includes allowing our successful grant applicants to return to retailers within six weeks of purchase to carry out a free check on any cycle.

11.

The supplier will ensure all bikes and/or trikes come with at least a one year warranty on all components, including the battery.

12.

The supplier will guarantee that prices quoted will be fixed for 6 months after the award confirmation date of 14/12/2020.

13.

The supplier will need to agree with each grant applicant the arrangements for delivery or collection of the Electric Bike/Electric Trike.

Before collection/delivery the supplier shall ensure that the bike is fully assembled and pre-delivery/collection inspected.
