The brief

NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU)on behalf of Derby and Derbyshire Integrated Care Board (ICB) (referred toas the Commissioner) notified the market of an opportunity to deliver primary medical services at St Thomas Road Surgery, Derby, as a branch surgery.

A contract variation was effective from1st April 2024 to include the patients of St Thomas Road into the successful bidders existing GMS contract.

Please note in terms of the advertised contract length, this contract will be held in perpetuity despite what the contract end date may say in the notice due to system limitations.

The Service commencement date is 1stApril 2024.

The procurement was advertised in accordance with the requirements of the Public Contracts Regulations 2015 (as amended) (the "Regulations") to the extent that the Regulations relate to services within the scope of Schedule 3 thereto(Social and Other Specific Services).

The Commissioner and AGCSU are, therefore, bound only by those parts of the Regulations applying to Schedule 3 services.

St Thomas Road Surgery primary care services is currently being delivered via a caretaker contract which will cease on31st March 2024.

The Commissioner explored an alternative contracting model to ensure that patients have good access to primary care services and for interested providers to demonstrate their commitment to quality and safe patientcare and are operationally resilient to overcome the current challenges faced in general practice.

The ICB therefore decided the most appropriate way toa chieve this aim was to offer this practice as a branch surgery with patient list to GMS/PMS providers, thus retaining the current premises with the patent list transferring to the successful bidder.

Please note due to limitations with the system the awarded value is £417,852per annum.
