The brief

The London Borough of Tower Hamlets (Council) is looking to commission a Tobacco Cessation Service (anticipated to commence on 1st April 2023).

The key objectives of the service are to: • Reduce the number of local tobacco users in Tower Hamlets, especially amongst priority groups • Reduce smoking prevalence, smoking-attributable morbidity and mortality in Tower Hamlets • Prevent uptake and promote quitting • Deliver services in line with best practice recommendations (NICE NG209) Provide a high-quality, accessible, culturally tailored, effective and comprehensive tobacco cessation service • Prevent smoking uptake and promote quitting via social marketing campaigns and local workforce development • Achieve Corporate's quit targets (minimum target: 1,275, desirable target: 1,500), reducing the number of local smokers in Tower Hamlets, especially among priority groups (Inc.

BAMEs, pregnant women, mental health/severe mental illness, COPD, young people, LGBTQ+, substance misuse issues, routine and manual workers) with intensive support • Work with a network of sub-contractors (community pharmacies required) to ensure equitable access, and strengthen partnership working with primary and secondary care to establish effective care pathways for local smokers
