Short Description The London Borough of Newham is seeking to procure the services of an external organisation to complete a number of EHC Plan drafts.
We are seeking assistance in clearing a backlog of EHC needs assessments (around 150) and similar number of requests that require processing.
LBN has made a significant change from 1st September 20, in the way the schools are funded from the High Needs Funding budget.
This change from "inclusion funding" where schools received a level of funding without the need for the pupil having an Education Health and Care Plan to allocating funding only through and EHC Plan means that the numbers of EHC needs requests are increasing on a daily basis.
This increase in the volume of EHC needs assessment requests cannot be managed without additional capacity to have EHC Plans drafted by Plan Writers for at least 12 months with the option to extend for further 12 months.
The successful bidder will be expected to complete draft plans within 5 working days of receipt (depending upon the urgency, there may be occasional requirements to reduce this timescale), up to a maximum of approximately 50 drafts in any given month during the contract period.
The total monthly volume may fluctuate from time to time.
Data Protection All bidders will be expected to meet the requirements of the prevailing data protection legislation, including GDPR, as it relates to the transfer, storage and sharing of sensitive personal data.

Please note that a Data Protection Impact Assessment (DPIA) will be completed with, and on behalf of, the successful bidder.
If the assessment fails to demonstrate compliance, the London Borough of Newham reserve the right to withdraw the offer of award.
Estimated Value £120K The Council intends to notify bidders of award on Monday 18th January 2021 with contract commencing on Monday 25th January 2021.
