DECC wishes to appoint a Supplier to undertake a research project assessing the provisions for benchmarking of free allocation under Phase IV of the EU ETS, as set out in European Commission’s legislative proposal amending Directive.
The research will require analysis assessing the benchmarking mechanism and develop options for improvement.
