The Offshore Petroleum Regulator for Environment and Decommissioning (OPRED) is part of DESNZ's Energy Infrastructure Directorate.
OPRED is responsible for regulating environmental and decommissioning activity for offshore oil and gas operations, including carbon capture and storage on the UK continental shelf (UKCS).

The contractor will be required to undertake some atmospheric specialist work to carry out an independent review of Activity Level Change Reports (ALC) for determining 2024 free allowances and a new entrant reserve (NER) application for a free allocation.
In addition, the contractor will be required to provide a piece of independent specialist advice on carbon leakage changes during the allocation period which will be used to inform OPRED's current policy on implementation of such changes.
It will also inform potential changes to future policy and guidance.
