The brief

SCDC is looking for a suitably qualified and experienced development project manager with demonstrable local knowledge to provide full life-cycle Project Management over a range of new build housing and community building schemes.

The successful company will - Have a thorough understanding of feasibility studies, and advise the Council where necessary for the direct delivery of HRA schemes; - Undertake viability appraisals for Council direct delivery schemes and S106 acquisitions; - Demonstrate a thorough understanding of and experience working within the local Planning system - from a strategic (Local Plan, exception sites), procedural (obtaining planning consents, discharge of conditions), and legal perspective (S106 and S104 Agreements); - Be experienced in operating under Public Procurement Regulations to engage professional services (Architects, Employers Agents, Clerks of Works); - Will have significant experience of delivering typical construction contracts, both JCT and Development Agreements; - Act as the Council's representative in negotiations over Heads of Terms and other contract matters; - Writing highly technical specifications for the delivery of multiple affordable house types and completing invitations to tender; - Have knowledge and experience of Local Authority housing delivery - challenges, governance. - Have a sound understanding of housing management and maintenance practices and procedures in order to ensure seamless transition of construction projects into "stock" (BAU); While it is anticipated that the role will be for a period of 3days per week, it is essential that the successful company work flexibly to the needs our business and the projects being delivered.

This will include making site visits across the District on days and times agreed with the wider team and the relevant development partner and employers agent.
