***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION ***** This procurement is being concluded following a mini competition under the Crown Commercial Services Research and Insights DPS - RM6126 Summary of requirements GOTT is seeking an external supplier to help it reflect on progress since creation and identify strengths and opportunities.
The objective of the evaluation in its first phase is to provide: - A process evaluation of the Government Office for Technology Transfer's performance to date: its services and products; offer to clients (current and prospective); and its potential to deliver on the expectations laid out in the Mackintosh Report and to GOTT's objectives and strategy as agreed with its Advisory Board. - Robust evidence of the effectiveness of GOTT's programme to date in terms of GOTT's impact on the client base and to provide an indication of the potential to meet its objectives longer-term.
This should include direct and indirect outcomes and impact, such as spillover effects.
This should also consider the counterfactual position and may include looking at alternatives paths clients may have had to take in GOTT's absence. - An understanding of the way GOTT is experienced by its clients; perceptions from public sector stakeholders beyond GOTT's immediate client base; and those of others within the innovation/knowledge exchange landscape who are relevant to GOTT's work.
