Cornwall Council has secured European funding through the Convergence Programme to deliver the Hayle Marine Business Park (MBP) Phase 1, with match funding provided by the Department for Environment and Climate Change (DECC) and the Council.
The MBP is part of a major physical regeneration scheme on North Quay in Hayle, Cornwall.
The MBP project aims to support the development of the Offshore Marine Renewables and Marine Technology Sectors, capitalising on the presence of Wave Hub, which lies seven miles off the coast of Hayle and the investment in infrastructure on North Quay which has opened up the land for development.
When fully complete the MBP will provide up to 3,195 sqm of B1 and B2 workspace.
Phase 1 is currently under construction and due to reach practical completion at the end of July 2015 and includes 876 sqm of B1 office space, 1,490 sqm of B2 industrial space, plus associated yard/layout area, access, parking and landscaping.
This tender principally relates to the Management and Operation of Phase 1 whereby the Council seeks to appoint a suitably experienced organisation, largely on the basis of its submitted Business Plan which will form a key part of their overall tender submission, to manage and operate the Marine Business Park on behalf of the Council.
The site also has planning permission for a further 800 sqm of B2 space; this is Phase 2.
It is intended that Phase 2 will be built out when demand has been proven but there is no guarantee that Phase 2 will be built out.
The Operator will have restricted access to the Phase 2 land for storage or for assembly under a separate lease arrangement with the Council.
Subject to mutual agreement, the Operator Contract could be extended to cover management of Phase 2, if and when this is constructed.
