The brief

The MCA needs to comply with environmental policy, legislation, and regulation (PLR) when sponsoring and delivering infrastructure.

To date we've assessed environmental PLR on a project-by-project basis, but we wish to be a well-informed intelligent client at the programme level as well to ensure we are getting best value when commissioning contractors - in addition to achieving compliance.

We also need to ensure we align with the environmental policy and standards of our local unitary authorities.

This work will provide a full assessment of the environmental PLR that the MCA needs to comply with or should require compliance with, and how to comply in practice with a concise detailed guide, in our roles: A.

As a direct deliverer of projects (where the MCA is the client for delivery, where we are directly commissioning construction or services.) B.

As a sponsor, grant funder of external parties who are the delivery agent / clients (this will include other Local Authorities who would be under the same requirements as identified under A but may include private sector entities or other government agencies) Documents can be accessed here: https://weca-atamis.my.site.com/s/Welcome
