The outcomes of services provided are dependent on which Lot(s) are being delivered under the framework: Lot 1 - Business Case Development - High quality Business Cases that clearly outline the strategic, economic, financial, commercial and management aspects of a project or programme and the expected outputs, outcomes and impacts of the project or programme as set out in the HM Treasury Green Book guidance.
Lot 2 - Business Case Appraisal - High quality independent assessments of projects and programmes seeking MCA investment using the documents submitted by applicants and the applicant's response to clarification questions on their scheme, using the MCA appraisal template.
Lot 3 - Financial and Commercial Advice and Support - Capacity to provide advice and make recommendations to the MCA based on an independent assessment of the financial viability and risks of an investment opportunity and the financial status and health of the applicant seeking MCA investment, including any conditions that the MCA should seek in return for investment to manage risk.
Lot 4 - Evaluation of Projects and Programmes - High quality written evaluation reports that outline the findings of research conducted on projects and programmes funded by the MCA and an assessment of the extent to which projects and programmes have achieved its objectives and expected outputs, outcomes and impacts.
