The brief

Bournemouth Borough Council has appointed a Service Provider to manage its concession of lamp column banner advertising sites across the town.

There are currently 212 lamp columns that are available for banner advertising.

The Council reserves the right to amend the number of columns available for advertising during the length of the contract.

The Council is looking to expand on the number of lamp posts available for advertising subject to receiving the required planning permission and Council approval of sites.

There is no guarantee that further sites will be identified during the length of the contract.

Where further sites are identified, it is expected that the service provider will manage lamp column banner advertising on these sites.

Bournemouth is a vibrant and cosmopolitan town located on the South Coast.

The resident population of 186,000 is swelled significantly by healthy year round visitor numbers of more than six million per annum and a large student population from two universities and the extensive number of language schools in the town.

In 2013 it was estimated there were 5.82 million day visitors and 1.06 million overnight visitors to Bournemouth.

The Service Provider will actively pursue advertisers for the sites and return an agreed proportion of total revenue sales to the Council.

The Service Provider will be required to operate an open book partnership withthe Council.

The Council will require a share of all revenues received by the supplier in connection with the operation of the banner concession; for the avoidance of doubt this includes all revenues deriving from both the sale of space and production.

The Service Provider will also be responsible for all costs associated with the production, installation, maintenance and removal of the banners and infrastructure out of their share of the total revenue.

The contract period will be for 3 years with an option to extend annually for a further 2 years.

Therefore, if allextensions were taken, the full length of the contract would be for 5 years.

The start date of the contract is March 2016.

The estimated total revenue for the current lamp posts identified for advertising is between 60 000 GBP and 250000 GBP per annum.

The Council can not confirm the exact amount of total revenue during each year of the contract as it is dependent on the suppliers ability to maximise the revenue.

The full contract value over the length of the contract has been estimated at up to 1 250 000 GBP.

The Council anticipates this to be the maximum value and this value has therefore been set as the contract value.

The Council does not guarantee any volume or value of work to the service providerand the values providedare purely indicative, estimated and dependent on the volume of total revenue theservice provider is able to achieve on the lamp post columns.
