The brief

Midlands and Lancashire Commissioning Support Unit (ML CSU) on behalf of the Commissioners NHS Leicester City Clinical Commissioning Group (CCG), West Leicestershire CCG, East Leicestershire & Rutland CCG and NHS England is inviting suitably qualified and experienced providers to deliver the provision of a Wheelchairs, Orthotics and Prosthetics service in Leicester, Leicestershire and Rutland (LLR).

LLR CCGs and NHS England are looking for a provider to deliver an integrated service comprising of the three elements described in the three separate service specifications, from one location.

The provider will be expected to: ORTHOTICS - maximise independence and improve the quality of life for service users and their carers, through timely access to appropriate assessment, provision and maintenance of equipment. - respond to changes in service users' health conditions through regular review and deliver a service that Service Users perceive to be a good experience.

WHEELCHAIR & POSTURE - maximise the mobility and independence and improve the quality of life for service users and their carers, through timely access to appropriate assessment, provision and maintenance of equipment. - respond to changes in service users' health conditions through regular review and deliver a service that Service Users perceive to be a good experience.

PROSTHETICS - maximise the mobility, independence and quality of life of the individual, working in collaboration with the patient as equal partners. - provision of prostheses (artificial limbs) through a dedicated and specialised multidisciplinary team - empower patients and provide them with information about their condition(s) and offer individual choice(s) about where, how and by whom they are to be treated and allow for a collaboratively agreed prescription(s) to be provided.

The CCG is intending to award two contracts as described below: - Contract 1 - Wheelchairs and Orthotics elements (LLR CCG's).

The contract term will be for 5 years, plus an optional extension of a further 2 years. - Contract 2 - Prosthetics element (NHS England).

The contract term will be for 3 years, plus an optional extension of a further 2 years.

The proposed value of the contract is approximately ££2,290,803 (excluding VAT) for the 3year contract term.

The service will be commissioned via an open procurement process advertised to all providers which is proportionate to the value and complexity of the service and contract.

The ITT will be live on the 14th December 2017 on M&L CSU Bravo portal (see below) and it will have a deadline for submissions of 17:00 on the 22nd January 2018.

Clarifications may be asked during the procurement process up to a week before the ITT deadline, i.e. the deadline for submitting clarification questions on the tender is 17:00 15th January 2018.
