The brief

The London Borough of Camden intends to carry out a procurement exercise for the Mental Health Individual Placement and Support Employment services in line with the Provider Selection Regime (PSR) guidelines.

The procurement exercise is expected to commence October 2024.

The Individual Placement and Support (IPS) model is an evidence-based approach supporting people with severe and common mental ill health into employment.

It involves intensive, individual support, a rapid job search followed by placement in paid employment, and time-unlimited in-work support for both the employee and the employer.

The service provision is broken down into two separate elements: • Model 1: IPS in Camden secondary mental health team, and, • Model 2: IPS in Camden NHS Talking Therapies Service.

Both service elements would be included in a single 2-year contract. • The IPS in Camden Secondary Mental Health Teams (Model 1), is expected to deliver no less than 300 employment access outcomes per annum. • IPS in Camden NHS Talking Therapies Service (Model 2), expected to provide employment support to no less than 700 people per annum.

This notice is not a contract notice and any future procurement exercise is subject to the Council's governance processes.

A formal notice will be published upon commencement of any subsequent procurement process.

Should a contract be awarded, it is anticipated that it will commence on 1st April 2025.

Suppliers will be required to respond to the Contract Notice separately when advertised to express their interest.

Interested parties will not be prejudiced by any response or failure to respond to this soft market testing/sounding exercise.

A response to this notice does not guarantee any invitation to participate in any future public procurement process that Camden Council may conduct.

This soft market engagement process does not constitute a call for competition to procure any services for the Council and the Council is not bound to accept any proposals offered.

Camden Council is not liable for any costs, fees or expenses incurred by any party participating in the soft market testing/sounding exercise.

Any procurement of any services by Camden Council in due course will be carried out strictly in accordance with the provisions of the Competitive Process under the Provider Selection Regime (PSR).

Any responses provided will not be treated as commercially confidential and information contained within the responses may be used by Camden Council to contribute towards the final service specifications, but no organisation will be individually identified.
