Over the past 3 years Rushmoor has been through a period of transition with a new Chief Executive and a change in political leadership in 2016.
A review of Rushmoor's priorities, ways of working and approach to change and transformation has resulted in the introduction of an operating model and a Behaviours Framework to support the changes required and build on the 'Listen, learn, deliver better' ethos at the centre of the new Council Plan.
As part of the review, the Chief Executive concluded a different approach to organisational leadership is required and so a new senior management structure has been implemented with the new arrangements in place from autumn 2018.
A new modernisation and improvement programme, Rushmoor 2020, has been established to better focus on the customer, bringing together Rushmoor's plans for improvement and financial sustainability and at the heart of this is developing our people.
There are multiple strands to this, including: • Developing the new senior leadership team • A leadership development programme for potential future leaders • Management development for all Rushmoor managers, which is the focus of this brief Our intent is to provide an ongoing core skills programme for all Rushmoor managers/team leaders with at least one direct report.
The programme will comprise 15 modules delivered over a 2 to 3-year period and will be procured in 3 phases.
